The issue of leadership has been the bane of many organizations including Nigeria. It is crucial to the development of any organization. No matter the resources an organization has development will be illusive where there is no good leadership.
According to Achebe (1983:1) the trouble with Nigeria is simply squarely a failure of leadership. This implies poor leadership is responsible for underdevelopment of Nigeria. It is for this reason that this study will examine the place of leadership and self-help organization in the development of rural areas. Leadership is the capacity to lead, while a leader is a person who is the head of an organization or a person who organizes or is in charge of something. A charismatic leader is a person who has a powerful personal quality that attracts, impresses, influences and inspires people in a institution or organization etc with a view to achieving positive results. Charismatic leadership plays an important role in the development of any organization. In other words, any type of organization runs successfully when it is piloted by a skillful and influential leader. Charismatic Leadership is certainly one of the styles of leadership that can enhance organizational effectiveness.
Over the years, self-help organizations have played an important role in the development of Ogbia Local Government Area. Some of the self-help organizations that can be identified in the area include:
1. Cooperative societies
2. Social clubs
3. Community Development Councils (CDCs)
4. Alumni associations
5. Parents/Teachers associations (PTAs)
6. Churches (Religious organizations)
7. Market associations
8. Youth clubs/students unions
9. Boy scout movements
10. Girls Guides
11. Village Elders councils
12. Age grades
These are some of the indigenous associations in Ogbia local government are through which the people identify their needs and take collective action to meet them. In the past, these self-help organizations had carried out a number of development projects such as construction of roads and bridges, market squares, town halls, rural electrification, school buildings, cottage hospitals and health centre’s, sinking of boreholes etc. these projects were executed through compulsory levies, donations and grants.
In spirit of the importance of self-help organizations toward the rapid socio-economic transformation of Ogbia local government area, no serious efforts have been made by successive governments in Bayelsa State to improve the quality of life of the people in the area by way of support. The main reason for this study is to show how charismatic leadership and self-help organizations can bring about development in the communities of Ogbia Local Government Area. In this way, attempts will be made to critically analyze the importance of charismatic leadership and self-help organizations to development of rural areas with specific reference to Ogbia Local Government Area in Bayelsa State.
1.1 Statement of Problems
Charismatic leadership and self-help organizations no doubt play important roles in driving rural organizatiosn and enhancing development of rural area. Indeed, development cannot take place without effective leadership. Unfortunately, self-help organizations in communities like those in Ogbia Local Government Area would appear not have performed creditably due to poor leadership, mismanagement of funds by our leaders among other things. These issues are subject to empirical investigation in this study. The study therefore poses the following questions.
1. How leadership important in the development of the rural communities?
2. Why are there few self-help projects in rural communities in Ogbia Local Government Area?
The answers to the above research questions will help to clarify the essence of this study which is to ascertain the role of charismatic leadership and self-help organizations in enhancing development of rural communities especially in Ogbia Local Government Area of Bayelsa State.
1.2 Objectives of the Study
The objectives of this study are to examine the role of charismatic leadership and self-help organizations in the development of rural areas with particular emphasis on Ogbia Local Government Ara of Bayelsa State. The study primarily aims at highlighting the importance of charismatic leadership towards the development of the rural communities in Ogbia Local Government Area and the need to promote effective leadership. This is the main reason for this study because no organization can flourish when the leadership poor. The other objectives of the study include to find out the sources of funding of self-help organizations, identify the types of self-help organizations in the area, level of contribution by government, and self-help organizations as well as to make recommendations based on the findings of the study.
1.3 Significance of the Study
The place and role of charismatic leadership and self-help organizations in the developmental process of any town or villages can not be over-emphasized. Therefore, the study of the role of charismatic leadership and self help organizations in the development of Ogbia local government area is significant in the following ways.
The study is significant because the findings and the recommendations in this study will enable communities on one hand and the government on the other hand to appreciate effective leadership, self help organization and self help projects can encourage communities to collectively participate in the economic, social, cultural and political processes through self-help organizations as it will help communities to understand that the destiny of development of their communities lies with them through the execution of self help projects since the communities themselves know their problems can identify their felt needs and take collective action to satisfy these needs.
Furthermore, this study is significant because of poor conditions of life of most communities in Nigeria and neglect of some communities by the government in the provision of social amenities. It will therefore, teach communities that the idea of self initiative and self help is indispensable to their communities when the issue of development is being discussed. Also the study is significant because, it serves as intellectual exercise and also enables the researcher to know more on what charismatic leadership and self help organizations are all about, the types of projects they embark upon, sources of finance, the way to motivate self help projects, their achievements, failures and their development prospects.
Finally the study is significant because the production of the work will provide data input and encourage research students to investigate more on charismatic leadership and self help organizations and also help politicians, administrators, community development committees and government etc to make favourble policies concerning self-help organizations and self help projects.
In this study, the following hypotheses shall be tested.
1. There is an impressible/positive relationship between charismatic leadership and development in any community.
2. Self-help organizations enhance the development of rural communities.
3. Poor leadership enhance underdevelopment in rural communities
1.5 Scope and Limitations of the Study
In this research project, forty seven towns and villages have been selected with view to studying all the self-help organization in Ogbia Local Government Area. The study will also cover the origin, social structure and occupation of the Ogbia people. The area is located at the central part of the Niger Delta comprising of three districts namel Anyama, Oloibiri and Emeya.
The number of communities have been limited in order to ensure reliability of instruments administered on the respondents. However, the researcher wa able to carry out studies in forty towns and villages in the area as follows, 48 Chairman and 12 Executive members of self-help organizations, 24 paramount rulers, 30 members/chairman of Ogbia Local Government Council and 6 other officials (councilors). The study was based on the actual questionnaires retrieved.
